If you really want to do this just assemble a panel of people who have proven professional experience (I'll be willing to volunteer), and then we can come up with a few _good_ guidelines. These may include: (1) Past participation in OSS. (2) Past participation in a LUG or similar organization. (3) N number of years of proven experience as an IT professional. Incidently self-taught people tend to be more clueful and more passionate.
