And it reaches far and wide.  Ours was not the only Linux-based
Industry Canada CAP proposal (Community Access Program) blown out of
the water by the combination of IC requiring parity grants from the
private sector coupled with the Microsoft Libraries grants program.

We could offer them free software and discount connectivity, but we
couldn't offer free hardware too, and the burocrats looked at the
Microsoft logo and for some incomprehensible reason they saw quality
assurance, technical support and accountability.

As a result, our local Sauble Beach and Wiarton were both saddled with
Windows, one machine per phone-line, only the network tools in a
typical raw Win95 install (ie only MSIE), and no social support.  AOL
would have been better.  Not surprisingly, although these two machines
are used, in 5 years the project has not grown.
