The solution is to not use MPEG video files in Premiere.  It doesn't 
like them and doesn't work well with them.  Look back through the group 
archives and you'll see you're not the first person to ask about using 
MPEG files in Premiere.  Try converting your MPEG files to AVI files, 
which Premiere loves.
