It's possible... albeit not recommended. The DVD camcorders compress the video 
heavily, and the frames are "grouped" together to save on storage space. This 
makes it difficult to edit, because of the quality loss, as well as the amount 
of processing power it takes Premiere to unravel the video on the fly.

Additionally, these cameras typically don't allow you to transfer via Firewire 
(the video is not true "DV" video), so Premiere cannot communicate with your 
camera. Instead, you will use a USB port in order to transfer the files to your 
hard drive... but keep in mind the video transfered this way will suffer from 
the problems described above.

If you're looking for a camera to shoot video that you don't plan to edit (like 
a slim-profile camera for vacation video), then DVD camcorders are the way to 
go. If you're looking for a camera to edit video, go DV (or HDV if it is in 
your price range).
