Either:

a. With the timeline panel selected, click Sequence > Render Work Area
(shortcut is the Enter key). This will perform the rendering and change the
red bar to green, and give you smooth preview playbacks. The rendering is
saved to disk to the next time you reload the project you won't have to
re-render. But if you edit the timeline certain sub-sections may have to be
re-rendered as indicated by little pieces of the green bar changing to red.

b. In the timeline panel, upper left area, click the Enable or Disable
Previews button (rightmost of four) and the red bar will turn white.

The preview playback isn't smooth because your computer is not fast enough
to render everything in real-time - that is why the Render capability
exists.

Hoping this helps.
