Why not put each video file's index file in the same location as the video, and 
give it the same name but different filename extension?

Cooledit/Audition does exactly that with its .pk files for audio. As long as 
you don't delete the .pk files the audio loads much faster, and moving the 
files makes no difference as long as the .pk files are kept with them.

It's sort of like an un-flattened Quicktime video on non-Mac systems, they work 
fine as long as the Resource fork is kept with the Data fork.
