It turns out that Premiere Pro does that, albeit in a sub-folder of 
the video project's and the video files' location. I specified that 
the work files be stored with the project, which is why it puts them there.

The problem is when I remove the drive from one computer, then open 
the project in a new computer. The instance of Premiere Pro on the 
new computer does not want to recognize the existing index and audio 
config files for some reason and insists on re-indexing and 
re-configuring everything. I can't figure out any way to tell 
Premiere to use the existing files so it won't spend hours 
re-indexing and re-configuring.
