I don't think it's in the vertical blanking interval by strict 
definition since there should be 485 of true video lines, but I agree 
that it's in the area that's typically considered overscan for analog 
TV's.

After doing some more research the consensus seems to be that it's head 
switching noise, an area in the video signal where a multi head drum 
switches from one head to the next.  It's a characteristic of how the 
analog signal is recorded.
