Letterboxing is (as far as I know) always done by software somewhere. 
Any monitor has to have color instructions for each pixel in the 
display, even if it's just 0,0,0 for black. The monitor may have its 
own software to specify black pixels in letterbox for an input whose 
aspect ratio doesn't match the monitor's. Or in the case of a 
computer connected to a monitor, the computer's display card may 
create the letterbox, or the video program on the computer may create 
the letterbox.

In any case, Glenn's solution (change Sequence Settings' Playback 
Settings to Monitor 2) is exactly what I was looking for, and works 
like a charm today once I rebooted my computer. When I play back a 
sequence or a source clip, it appears on my second monitor in full 
resolution, letterboxing above and below.

Whether or not it matches the quality of the final output or not 
remains to be seen. The discussion thread Steve and Stanley pointed 
me to in Adobe forums implies that it doesn't, that Premiere's 
processing degrades the image somewhat on the playback monitor.

I'll have to do some tests to find out. But in the meantime, this is 
much better than the reduced image I was getting in the playback panel.
