Since it sounds like you’re doing a video with a few photos thrown in, another 
option is to not resize the thumbnails at all, leave them as is. Try something 
“artsy”. You can insert them into “frames”(plain or fancy) inside the video 
(e.g., Digital Juice?), and show them sequentially or perhaps flipping one 
after the other as if they were a rotating file-card index. Or fill the video 
screen with a collage of photos – the plan here is that you could position say 
4 photos on the screen, then replace photo 1 with a new one while the others 
are still shown, a few seconds later replace photo 2 with another one again 
keeping the others, etc. Try not to be too symmetrical. Also, you can move 
multiple pictures around the screen semi-randomly or in patterns, etc. In each 
technique the pictures can be used at the size given to you, or shrunk even 
more. In several of these instances you would need the photos to be on separate 
tracks to allow proper overlapping.
 
Your client might appreciate this kind of creativity anyway, and since you have 
only 20 pictures this probably won’t be too much of an effort.
