If you want a Project, the process is outlined here:

It's also long and complex document, (sorry about that), but it 
basically says that you go to a Community Group and propose a Project 
and get approval and then go to the project-setup list to get the 
Project. Community Groups sponsor Projects, so that's why you start with 
them. The Advocacy Community Group wouldn't sponsor such a project 
because the better fit is the Distribution Community (as Peter 
suggested). In the past, we sponsored some things that didn't have a 
natural home (at the time), but the distro guys are here now and they 
should be able to best guide you on this. :)
