I would interpret that as saying that we don't apply that policy to
the operations
of other organizations such as OSUNIX.

Not yet, but you're asking for some minimal level of resources.

I hope not...it shouldn't be read that way, rather that the closer you follow
procedure the easier it will be to push things through the system.

Yup. That's the right way to go. (And in the unlikely event they don't approve
it let me know and I'm sure we can find some other community.)
