As a person coming from a post communist country, comittees and similar 
always scaare me ;)
So
I found out that to create a community we need to apply to the OGB and 
that the PLOSUG as a Project can not
be one of the Sponsors of another project. Since most of the packagers 
are currently on the Desktop list I am CCing this to the Desktop list
and CCing it as a request for a new Community to the OGB as well
