I think you need to decide on proposing a Community Group or a Project. If you want a space to do work, that's a Project and a Community Group could sponsor that Project. You'd just have to find the proper CG to engage. However, if you want an entirely new Community Group, you'd have to propose that to the OGB. The bar for new CGs is very high.
