It's confusing. You are right. Sorry about that. :)

User groups are /projects/ from a website and governance perspective 
simply because we wanted each user group to have its own space on the 
site, and the use of projects was the best way to solve that problem. 
Yes, user groups are communities of people from a practical perspective, 
but from a site/governance perspective, they are projects sponsored by 
the Advocacy Community Group.

True. But we have to work within the current structure of the site and 
the governance. In the future, I hope we can raise the profile of the 
UGs even more on the site or even create a new site for them. The user 
groups are very much communities within the meta OpenSolaris community.

You need to go to the OGB if you want a new Community Group:

Also -- and this is important -- you should read the threads on 
ogb-discuss that talk about CG creation and some of the actual proposal 
threads. They can be quite long and detailed.
