Greetings! Yes, your two assumptions are correct. It is an inconsistency that is confusing, and it appears that this happens in both the UI and the API. I'm working with the overall product team to try to see if we can make that consistent in the future. I don't think that would happen any time soon because a decision like that takes time, so please keep in mind this difference for the time being.
