Windows still costs more than that; Microsoft is practically giving the
small-device versions of Windows away as they want to ward off
Linux/Android.

It should already have Bluetooth, in which case you can buy a BT keyboard
and mouse and the guys don't need to worry about wires getting caught
during movement and damaged (as long as they don't lose those
peripherals...)

I don't recommend getting the 2GB RAM version as it is quite limiting, but
you can see that the 4GB version is still a great deal at $140 USD, and it
should be fast enough for most general PC use. And according to pictures it
runs on 5V so you can just get a 12V->5V regulator (I'm assuming that it
uses maybe 6 Amps?) to run it without an AC inverter. You may need to do a
bit more research to find a monitor that runs off DC.
