Magnetic declination depends on where in the world you are located and it does change over time. Most topographic 7.5 minute quad maps show that declination in the legend area. For me it’s about 12.5 degrees west of north, in other areas like the pacific northwest it’s about 14 to 16 degrees east of North. Important information to know. Years ago we had drawings from an engineering firm that showed the declination from true to magnetic but they put it in the wrong direction so the error on the drawings was over 40 degrees (based on 1998 declinations) and as such the tower antenna platform got installed wrong.
A good map showing the details can be viewed here including the years as to what declination was applied at the time. It does change over time.
