I do want to note that if you're an ISP (chances are high that you are if you're on this list). You do want your IP space to be reallocated, not reassigned.
I meant "you" generically, not specific to Steve. Technically, as long as the RIR thinks you're in charge of the IP space, it's yours to do with as you please.
