How do you time a CME?   I guess you can jump into action with the pre-impact warning of 1-2 days?

        Look at 9/11. Huge loss of life yes. But that took a lot of
        effort and planning and getting through security and learning

        How much more damage could a small group do with 5 or 6 vans
        loaded with explosives in a coordinated attack on say: NYC,
        401N Broad, Ashburn, St Louis, Chicago and San Jose?

        Throw in a few major CO switching offices in some major towns.

        You’ve caused mass disaster. Minimal planning. And now with
        911 services out and data crippled you could do something
        else even more major.
