I'm not even saying target buildings. If you simply targeted lots of rural
fiber handholes and some power transmission lines across the country or
even just a single state, you can do some real damage. One fiber cut takes
4 to 24 hours to repair depending who owns it, how close the contractor is,
etc. If you own the fiber and have your own gear it might take 4 hours. If
it's Zayo, expect 16+ hours typically.

But if you put a small bomb in multiple hand holes along major fiber
routes, it could take days to fix everything. And taking down power lines,
again multiple ones, could take days to restore power for people. This
would cause mass panic.
