So far, HE has not matched the price.
We went back and forth all day Friday. At the end of the day HE said they had
to wait to get a price match approval.
We waited, then signed with Cogent.
I have used Cogent for years without issue. I do remember 20 years ago massive
HE issues. But no good reason. Just price. We will most likely add HE as a
second provider within the next year.

Why Cogent first instead of HE?
HE's network is way bigger and better connected than Cogent. They peer more
than any other transit provider.
I guess I'm interested in learning more about what your criteria is in
picking one if the price is the same.
I'm glad to see them work down price and keep beating the other.
