I've seen at Home Depot Simpson Strong-Tie sells epoxy and acrylic cement for anchors in concrete. That would probably never come off, landlord would wish he'd let you drill some holes.
Newer RTV is alcohol set, the older style acid set type (smells like vinegar) might be corrosive to concrete. The whole idea of glueing a box and wiremold to exterior concrete seems dodgy, customer should just ask the landlord to allow a few tapcons. When he moves out, the holes could be filled and probably wouldn't be very noticeable.
