I should be getting the actual Doorbell over the weekend. Grandstream GDS3727.  Then I can see how it will actually mount on a box.  Supposedly it's made to fit on a normal Electric box.  I guess with adhesive it can always just be scraped off and the concrete painted.

I’ve never used it outdoors though.

There are adhesive products that might work outdoors and adhere to
masonry, my fear would be they could never be removed and
therefore would be more of a problem than some screw holes.  But
for example Loctite PL500 is actually used to bond masonry blocks
    together.

Or polyurethane caulk meant for masonry.

There is also double sided Gorilla tape that claims to be outdoor
rated, probably depends how smooth your concrete is.

you could probably talk landlord into ground level outdoor shoemould

Would still have to mount the electrical box somehow.

There’s also the saying “it’s easier to ask forgiveness
            than permission”.

Oh, and it might help if we could see a photo of where you
want to mount this. Could you put a pipe in the ground
next to the wall, like a sign or fence post, and mount to
that?  Put a nice chair or bench for visitors to sit on
outside the door and mount on that?  I don’t suppose you
could make it solar powered and wireless?

Masonry epoxy was going to be my guess too. I've used it
to integrate new rebar with existing concrete.  I have no
idea how well it would stick to the surface, but it holds
rebar in a hole really well.

I'm going through something similar with a parking garage
made from precast sections.  The position, type, and
length of every proposed fastener needs to be provided to
the engineering firm that designed it, and they compare
that to drawings to make sure we're not going to hit any
rebar.  They also want the concrete X-rayed where we're
going to core drill to bring our conduit in. The garage is
public property, and it has to last a long time, so they
don't want anybody exposing the rebar.  I appreciate them
trying to be good stewards of the people's money, but I
don't like having to deal with it.  I'm curious what this
            other guy's excuse is.

I've seen at Home Depot Simpson Strong-Tie sells epoxy and
acrylic cement for anchors in concrete.
That would probably never come off, landlord would wish
he'd let you drill some holes.

Newer RTV is alcohol set, the older style acid set type
(smells like vinegar) might be corrosive to concrete.

The whole idea of glueing a box and wiremold to exterior
concrete seems dodgy, customer should just ask the
landlord to allow a few tapcons.  When he moves out, the
holes could be filled and probably wouldn't be very
noticeable.  I would think he'd be more worried about a
            hole through the door jamb.
