Masonry epoxy was going to be my guess too. I've used it to integrate new rebar with existing concrete. I have no idea how well it would stick to the surface, but it holds rebar in a hole really well.
I'm going through something similar with a parking garage made from precast sections. The position, type, and length of every proposed fastener needs to be provided to the engineering firm that designed it, and they compare that to drawings to make sure we're not going to hit any rebar. They also want the concrete X-rayed where we're going to core drill to bring our conduit in. The garage is public property, and it has to last a long time, so they don't want anybody exposing the rebar. I appreciate them trying to be good stewards of the people's money, but I don't like having to deal with it. That would probably never come off, landlord would wish he'd let you drill some holes. Newer RTV is alcohol set, the older style acid set type (smells like vinegar) might be corrosive to concrete. The whole idea of glueing a box and wiremold to exterior concrete seems dodgy, customer should just ask the landlord to allow a few tapcons. When he moves out, the holes could be filled and probably wouldn't be very noticeable.
