I did one myself not too long ago on Godaddy.
They had some nice templates.  Took about an hour.

My brother made my site. He doesn't charge much and does a pretty good job. He 
did it really fast too. Had it live in 1 day after ordering. I only paid $200. 
I'm sure he'd use it as a template for you and just alter it to what you need 
for the same price.

  I was dicking around with a couple free hosts/builders, but apparently 
cookies or something on these dont show me the bazillion popups to awesome
