I don’t know if AF24 uses standard 802.3af/at or proprietary and how much 
power, but there are 802.3af/at POEs that can be powered from 24V and convert 
to 48 or 56 volts internally, for example:

You either need to switch 'Site 2' to use a 48V battery plant, or use a DC-DC 
converter to convert 24V to 48V in order to power your AF24.

My site 2 needs a power supply that can take the 24V input and bump it before 
putting it on the line.
