I don’t think that the encrypted IP boxes are kosher with the content 
providers.  I would be jumping for joy if that would pass muster.  I think I am 
going to have to approach the problem head on.  If I can convince them either 
in mass or one by one that their content is safe I think we can make it work.

Consider two situations:
1)    Leased fiber transport to a nearby city with your headend like riding on 
it.  TV downlink is on a VLAN
2)    Leased fiber transport to a nearby city with your internet backbone on 
it.  TV downlink is on a VPN.

First is kosher second is forbidden.   Go figure.

We are going through the same issue with another company right now. They 
require encrypted IP "transport boxes" end to end over networks we don't 
directly own (transport). It's insane.

Turns out that the content providers are still unhappy with various tunneling 
and VPN methods. 

        If you are in Utah you can probably get the feed.
