In addition to what George said… 

If you have newer software use the ‘link status’ page - it shows a much nicer 
presentation of both sides.

The radios also take some time to reach full modulation.  Without traffic newly 
registered links with stay in low modulation.  Force some traffic through the 
link and modulation will increase, if the bit error rate is low enough.    
Increasing modulation takes into account the bit error rate, and without data, 
there isn’t much to go on.  Slowly ramping up is arguably better than going to 
full modulation and then having to drop back rapidly as soon as data hits.
