It's a bit of a circular conversation about what came first, the chicken or the egg...
Let's just leave it as follows:- States Tax Telecom Services.... There was a debate about Internet being a Telecom Service... Some States specifically Taxed Internet Services.. (This fight took place during the time when folks thought internet was Compusource and AOL) At Some point in time Feds decided Internet was not Telecom Service.. Some States after watching the other states collect taxes on the internet decided to start taxing internet. At some point Feds decided to keep Internet Tax Free States started to get picky about what is Internet and what is a communication pipe, cause a lot of them re-did their definitions of what is taxable Here the ILECs were getting a free ride, while ISP's were getting screwed... (e.g. State of Florida change their definitions where two tin cans tied with a string would be considered a Communication Service and be subject to taxes) Feds finally updated ITFA and clarified that ITFA includes internet and any 'pipe' carrying internet service to be tax exempt. During all this time ITFA was an exemption for a certain period of time, at every term end, it kept getting kicked down the road... SO... FINALLY it is nice to see this becoming PERMANENT ! So how you view where your State falls in this timeline of things, is up to you ....
