Texas is the worst for this as it is not just a flat rate. It is taxed only AFTER the first $25. Obviously they made the rule when dialup was like $19.95/month and didn't think it was ever going to be taxed. Here we are now with this crappy rule and having to figure tax differently on internet than everything else.
