Do you know the approx. route distance? Was otdr shot on that line? Probably was by someone, but can you see if they have record? Or get a local crew to shoot it and tell you the details.
Do you remember what the SFP module was reporting? I have a 40km laser link between two CCRs and it should be able to make it easy, but there is loss and the logs on the CCR show that it has issues.
