I would recommend googling "blueprint scanning service", there's a lot of places you can ship the maps off to for scanning, rolled up in a shipping tube. If you want a 600 DPI lossless (PNG) raster scan of something 35 x 28 inches in size it's going to be a huge file size.
If these are US topo maps, you might be able to re-download the whole thing in a vector based format from the USGS. Huge numbers of topo maps are now free. Go to http://store.usgs.gov and choose Map locator and downloader. I was able to mirror the "7.5 x 7.5 grid" 2014 series USGS topo maps for all of WA state using this method.
