SSRs for AC normally have a triac for switching which is a bidirectional SCR. In any event, it has pretty low on resistance but you still have to heat sink them for any decent amount of current. Perhaps the smart meter has a way to get the heat out of the switch. I would think it would not be electromechanical due to the physical size that would be required for 200 amps.
