SSRs for AC normally have a triac for switching which is a bidirectional SCR.  
In any event, it has pretty low on resistance but you still have to heat sink 
them for any decent amount of current.
Perhaps the smart meter has a way to get the heat out of the switch.  I would 
think it would not be electromechanical due to the physical size that would be 
required for 200 amps.

SSRs (Solid State Relays). These can be pretty robust in my experience.
