Yes. I would like to see someone build something like this as open-source forum-back-end software, for anyone to install on their server...
It could then be connected to various machine learning, statistics and proto-AGI systems to provide different flavors of back-end intelligence.... And it could be provided via hosting services similar to MediaWiki hosting today...
