Hard to calculate because so many OpenCog staff are split btw OpenCog
AGI-oriented work and other application-specific work combining OpenCog
code with other code...

At the moment there are around 10 people working on OpenCog, but only a handful
working on core AGI-ish stuff, the rest working on application-ish stuff...

Altogether, throughout the project's history since 2008, there may
have been ~18-20
human-years of work... but it all depends on how you count it. And the work has
been balanced in an odd way, e.g. lots of work on MOSES for
data-analysis applications,
which has been fruitful, but not the emphasis one would necessarily
take if AGI were one's
only goal.... There were also some man-years put into the Novamente
Cognition Engine codebase
during 2001-2007, parts of which were open-sourced to form the seed
version of OpenCog...

As to how much time/effort is required to complete the OpenCog
implementation, I don't think that's
the important question.... The important question is how much
time/effort is needed to produce
something that will be impressive enough to make it much easier to
gain additional funds.... I'm quite
confident this could be done by a small team of outstanding, dedicated
programmers within a few
years. This is what I'm pushing for, but the logistics are frankly
kind of difficult...
