That's ok.  Games to play:
   -So who votes first?
   -What if you vote as a decoy and change your vote at the last minute.
   -To be interesting, would still need to award points or wins for
    too many AGAINST votes.
    Etc.

Still gives lots of power to assessor (or promotor) unless there's an 
automated system or some cryptography employed.
