This is just a rough proto so far.  The idea is to prevent scams that
involve repeating the same set of actions over and over again within a
short period of time.

A game action is liberal iff the rules explicitly indicate that it is.
 A game action that is not liberal is parsimonious.

The following game actions are liberal:

* Casting or retracting votes on Agoran decisions.

* Submitting proposals.

* Assigning a judgement to a judicial case.

* Any action that is required or permitted as a direct result of
holding an office.


Persimmons are a currency.  A person SHALL NOT perform a greater
number of parsimonious actions within a single Agoran day than the
number of persimmons e possesses at the end of that day.

The Taskmastor is an office; its holder is the recordkeepor of
persimmons and is responsible for flagging violations of parsimony.

Whenever a person registers, e gains 5 persimmons, less the number
that e already possesses.

When a sentence of FINE is in effect, the ninny SHALL within 72 hours
destroy one of eir persimmons.
