Basically it involves counting the minimum number of parsimonious
actions performed by any active first-class player during the same
Agoran day.  That sounds like a pain in theory, but in practice I
would guess that it's nearly always zero; there are few days during
which *every* active first-class player performs at least one
parsimonious action.
