It was by discussion; you called CJFs 1890-1 to resolve the issue but
at the time the CFJs were called it was impossible for the Speaker to
assign any prerogatives whatsoever so my judgments ignored the issue
of what would happen if e could assign Prerogatives but failed to do
so before the beginning of the month.

As the rule is written now, I could be persuaded that the Speaker CAN
assign prerogatives at any time, but only for following month and not
for the current month, or alternatively that assignment is only
possible during the last 7 days of a month.
