I remind everyone that, after I resigned Notary, nobody did the work for a while until Murphy sorted out the mess. Likewise, there were months of backlog to sort when I became Notary in the first place. The office is II 3 for a reason. Feel free to initiate the election, but I doubt you'll get many candidates...
