Interesting. After reading this I wondered whether we should try a "real" poetry-in-rules competition, but for some reason this appeals to me in a way that does not. I suggest making it either pragmatic (announcement gets you stuff, lying is a crime, because verification is difficult) or platonic (correctly announcing gets you stuff, lying does nothing), but not both. No reason falsely claiming to perform an action should be illegal for only one type of action. It's not clear what happens if the announcement doesn't mention any proposal.
