It might be nicer to shift the work onto the player making the announcement. Searching the archives, I see references to [email protected] to random.org. Can I enshrine one of those in the Operations Manual? Or just specify that the random numbers are chosen by the announcer, and leave it to the player to find a way to satisfy eir obligation to generate a random number?
