I started coming up with a mechanism, but it turned into its own little game that might be too unstable for basic income:
Free Parking. Fines or other payments go to free parking. You can grab everything from Free Parking if your balance is below something. However, you can't grab from free parking if you have in the last [long time, I'd say at least 2 months]. How big do you let free parking get before you grab? Alternate: you can't grab from free parking until everyone else has. Last person to grab gets lots (probably unworkable though).
