It's interesting to reflect on these two and the context of hindsight.
Vigilante Justice was a full-fledged justice system that used the "card"
metaphor (in the sense of footbol/soccer) and was different than past
justice systems and thus was leading to interesting discussions in 2017.
The major precedent-setting Apathy attempts were spread over 2017 and 2018
so it was just a lightweight little thing at the time.  If I'd been
picking in April 2017 I'd have likely picked Vigilante Justice.
