Oh I see what you mean. Tournaments are a long-standing part of the game
with a narrow focus. Contracts aren't always around, and their
implementation changes from era to era. So while they have mechanical
overlap they have different significance.
They could be combined into one thing, but if/when contracts were
removed it'd have to be undone.
On the note of contracts: The reasons for/against contracts generally
have to do with how they impact gameplay. During Sets and boatloads
there was some contention about how they could be used to skirt some
proposed rules (like taxes and theft mechanics). This is partially why
stones and stamps can't be owned by contracts. They also lock in deals
between players in a way that can make backstabbing and shifting
allegiances rare, which might be undesirable in certain games.
