Did I actually write the section starting with "Ultimately"?

I don't think so.  However, along that line...

My view is that the central repository is a list of projects that has either
a pointer to a Alexandria-maintained descriptor for an project that doesn't
want to maintain their own, or a pointer to a descriptor that is maintained
by the project itself.

As an example, take a look at the experiment with JJAR where the Veltag JSP
taglib in Velocity hosts its own JJAR descriptor, and the central master
descriptor has a 'pointer' to it.
