The simplest way to do this, is just to work through a sample of the
job by hand, first. Then, use the same logic you used to do it by
hand, for your program. Whether that means searching char by char, or
word by word, doesn't matter, imo. Use the one that you find easiest
to understand and program.

If you can't do it by hand with pencil and paper, then you may not be
able to teach the program to do the job, either. If you can do the job
yourself, then you have a logic template that you can follow in coding
your program.
