I do not think that it's an import problem.
It also does not have to do with "30.12.1899 10:40:01", it's normal if you only
enter a time value that you get that date - sorry, my mistake.
If I understood you correctly, you want to get a value "minutes after 12:00
noontime" from the time value in column a.
This can not be reached with your formula, and with formatting in your
spreadsheet.
Most important: formatting in column 'B' must be "number", not "date" or "time".
Then please use formula
"=WENN(STUNDE(A2)>=12;STUNDE(A2)*60+MINUTE(A2)-(12*60);0)" (German version) or
"=IF(HOUR(A2)>=12;HOUR(A2)*60+MINUTE(A2)-(12*60);0)" (English version)
that will show minutes after noontime.
Please feel free to reopen this issue if you find out that there still is
another problem that is not solved with my hints.
