Oh, I see the problem, you are right.  The B2 cell is set to time format; the
number '10' is shown as 12:00 AM.  When the format of that cell is changed to
number format, '10' is shown.

I thought I had checked this, by highlighting the entire row and hitting 'format
cell'; it indicated that the format was already number, but that was only the
format of cell B1.

The problem came from inserting a new column; the new column took its format
from the column to the left (Time).

This could be considered a user interface bug; when more than one cell is
selected, and they have more than one format, the 'format cells' dialog box
should indicate that fact, or else the user will get the wrong idea.  Other
programs put a blank into the dialog box to indicate multiple values are 
selected.
